Who is paying the annex power bill?

Three weekends in a row I have gone by the new annex courthouse building across the street from the courthouse.

All lights were on Saturday and Sunday. Nobody was in there, nobody was working and who pays for all that power going into there with nobody there?

It’s really frustrating. We should be conserving.
