Why new road names and numbers?

I'm hearing rumors that many of the roads in the county are being renamed and everyone is getting new numbers. Is Lake County the only one doing this?

I understand well established road names such as North Crow Road are being changed, why? The Lake County Commissioners passed "The Density Map" so there would be no growth in the rural areas (a minimum of 20 acre parcels in most areas).

Why then are new numbers needed and being issued? What is the cost of new signs and numbers? Who is paying for it?
