Why wasn't driver's license pulled?

In the Lake County Leader issue dated May 4, 2006, I read that a county commissioner pleaded guilty for DUI.
Why is it that if a resident of Lake County refuses a preliminary breath test at the scene after being pulled over and is arrested, transported to the Lake County Jail, and again refuses to take a breathalyzer test they can lose their license for six months — or a year for those with a commercial driver's license — but a county commissioner can plead guilty to a DUI charge, make a plea agreement and still retain their driving privileges?
