AMENDED NOTICE OF PUBLICATION OF CATEGORICAL EXCLUSION CITY OF POLSON, MONTANA SRF #: C304244 POLSON WASTEWATER COLLECTION SYSTEM IMPROVEMENTS October 21, 2020 The Montana Department of Environmental Quality has reviewed the above-named project. The proposed project consists of replacing approximately 6,500 lineal feet of deteriorated vitrified clay sewer mains. Some of these mains are almost 100 years old and are compromised by root intrusion, slipped joints, and general disintegration. The City of Polson has a history of sewage backups into homes, backyards, and alleys, which pose serious risks to public health and have also led to increased insurance premiums for the City. Nine separate collection system project areas were identified in the City of Polson's Preliminary Engineering Report (PER) Addendum #2. The proposed project will occur in Areas 1, 3, 4, and 5a, where sewer backups have been most prevalent, as funds and access allow. The new sewer mains will be upsized as needed and will eliminate sewer backups, thereby protecting public health and safety. Soil and groundwater contamination from the old leaking sewer mains will also be eliminated because of the project. A Notice of Publication of Categorical Exclusion for the above-referenced project was issued by the department on February 7, 2020, and advertised by the city on February 13, 2020. It was recently realized that the notice did not correctly identify the areas to be included in the collection system improvements project. This Amended Notice of Publication of Categorical Exclusion makes the correction and supersedes the previous notice. Pursuant to ARM 17.40.318, the Department has concluded that the proposed project meets the Categorical Exclusion criteria of the National Environmental Policy Act (NEPA) and the Montana Environmental Policy Act (MEPA). The Categorical Exclusion may be revoked if the project is not initiated within the time period specified in the Preliminary Engineering Report, a new or modified application is submitted, new evidence demonstrates serious local or environmental issues exist, or state, local, tribal, or federal laws are violated.
