PUBLIC NOTICE RESOLUTION OF INTENTION TO CALL FOR AN ELECTION FOR A COUNTY ROAD MAINTENANCE MILL LEVY The Board of Lake County Commissioners has passed Resolution 21-10 Of Intention To Call For An Election For A County Road Maintenance Mill Levy . This resolution is on file in the Lake County Clerk & Recorder's Office and will be available to any interested citizen. The Commissioners shall hold a public hearing on the issue of calling for an election for a county road maintenance mill levy on Thursday, June 3, 2021, at 10:00 am in the Commissioners Chambers located in the Lake County Courthouse, Room 211 at 106 4th Avenue East, Polson MT 59860. At the public hearing, the Commissioners will hear the testimony of any and all interested citizens on whether an election should be held for this county road maintenance mill levy. LAKE COUNTY COMMISSIONERS No. 21-10 RESOLUTION OF INTENTION TO CALL FOR AN ELECTION FOR A COUNTY ROAD MAINTENANCE MILL LEVY WHEREAS, pursuant to Sections 7-14-2101, 7-14-2102 and 7-14-2103 of the Montana Code Annotated, a Board of County Commissioners has the authority to manage county roads within the county; and, WHEREAS, pursuant to Section 15-10-425 of the Montana Code Annotated, a Board of County Commissioners has the authority to impose a new mill levy by conducting an election as provided in this section; and, WHEREAS, the Board of Lake County Commissioners recognizes the need to raise additional revenue to address public concerns about the safety, maintenance, and improvement of public roads; and, WHEREAS, pursuant to Section 7-14-2507, MCA, the qualified electors in the election will be individuals that possess all of the qualifications required of electors under the general election laws of Montana and are (1) residents of the area subject to the proposed levy; or (2) the owners of taxable property located in the area subject to the proposed levy. Those property owners who are not residents of the area subject to the proposed levy but own property that will be subject to the levy may vote in the mill levy election provided the individual elector is qualified to vote in any county in the State of Montana and files proof of registration with the Lake County election administrator at least 20 days prior to the election; and, WHEREAS, properties located within the incorporated areas of the City of Polson, the City of Ronan, the town of St. Ignatius will not be subject to the proposed levy; and, WHEREAS; the monies raised by this levy will be used to purchase road oil for use in chip seal maintenance projects; and, WHEREAS, the amount of levy is four mills; and, WHEREAS, the approximate amount of dollars raised by the levy will be $221,241 yearly; and, WHEREAS, the levy shall be for a period of two years; and, WHEREAS the impact of the levy election on a home valued at $100,000 will be $5.40 yearly, and the impact on a home valued at $200,000 will be $10.80 yearly; and, WHEREAS a public hearing has been scheduled for June 3, 2021, at 10:00 am to hear testimony from interested persons on whether an election should be held for a county road maintenance mill levy and any other matter relating to a county road maintenance levy; and, NOW THEREFORE BE IT RESOLVED, that at the aforementioned public hearing the Board of Lake County Commissioners will hear testimony: (1) of all interested persons on whether an election should be help for a county road maintenance mill levy; and (2) on any other matter relating to a county road maintenance mill levy. LEGAL NOTICE UPPER WEST SHORE ZONING TEXT AMENDMENT REQUEST On May 18, 2021, the Lake County Board of Commissioners held a public hearing and passed a resolution of intention to adopt a proposed text amendment to the Upper West Shore Zoning Regulations. The zoning text amendment would allow commercial uses, limited to outdoor recreational activities, provided the primary entrance into the recreational adventure area or activities is within 500 feet of the right-of-way of Highway 93, as a conditional use in sub-district C. This sub-district is located within T25N and R20W, and consists of portions of section 4, all of sections 5, 6, 7 and 8, portions of sections 9 and 16, and all of sections 17, 18 and 21. For 30 days after the first publication of this notice, the Lake County Board Commissioners will receive written comments regarding the requested amendment from persons owning real property within sub-district C of the Upper West Shore Zoning District, whose names appear on the last completed assessment roll of the county. ADVERTISEMENT Arlee Joint School District No. 8 is soliciting qualifications from individuals or firms interested in providing Architect/Engineering services. The District seeks a qualified individual or firm to assist in the areas of meeting facilitation, user input, preliminary space planning, educational specifications, design standards and guidelines, preliminary cost estimating, and cost benefit to plan for the construction of a new school building to house Grades 3-6 and a new Arts/Music building. The District is exploring options for financing the construction of these new facilities, including but not limited to a capital bond program for the Grade 3-6 building and other options for the Arts/Music building. Plans were developed approximately 10 years ago for the Grade 3-6 building, but review and changes to such plans will be required. Contingent on securing financing for the construction of each building, the District also seeks a qualified firm to assist in the areas of any programming, planning, design and construction administration for the construction of these new facilities.
