NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS August 3, 2022 Confederated Salish & Kootenai Tribes P.O Box 278 Pablo, MT, 59855 (406) 675-2700 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Salish and Kootenai Housing Authority. REQUEST FOR RELEASE OF FUNDS On or about August 3, 2022 the Confederated Salish & Kootenai Tribes will authorize the Salish and Kootenai Housing Authority to submit a request to the HUD Northern Plains Office of Native American Programs (HUD NPONAP) for the release of Indian Housing Block Grant American Rescue Plan Grant funds under Section 102 of the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA), as amended, to undertake a project known as The Youth Outreach Center for the purpose of constructing a community center and developing curriculum for a youth outreach pilot program focused on enhancing a positive self-image, effective life management skills, and cultural activities in Pablo, Montana on the Flathead Indian Reservation. Estimated funding consists of IHBG-ARP funds in the amount of $445,591.00. Per 24 CFR 58.33, the combined Notice of Finding of No Significant Impact (FONSI), Notice of Intent to Request Release of Funds (NOI-RROF) is being published simultaneously with the submission of the RROF. The funds are needed on an emergency basis due to a declared emergency concerning the Novel Coronavirus Disease (COVID-19) outbreak National Emergency declared beginning March 1, 2020. As a result, the public comment period and HUD objection period for the FONSI and NOI-RROF have been combined into one 15-day comment period. Commenters should submit comments and objections to both The Salish and Kootenai Housing Authority and HUD NPONAP to ensure they will receive full consideration. FINDING OF NO SIGNIFICANT IMPACT The Confederated Salish & Kootenai Tribes has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.
