Why is Gale Decker still on the ballot?

A question myself and a lot of community members would like to know the answer to is how can Gale Decker be on the ballot?

Gale Decker states our country and states are governed by laws, and not by people’s opinions or situations. (May 16, 2024 Lake County Leader)

MCA 1-1-215: Residence rule for determining. Every person has a residence in law; the following rules are to be observed:

(2) There may be only one residence for all purposes unless there is a specific statutory exception.

(3) A residence cannot be lost until another is gained.

MCA 7-4-2104 (2) A person may not be elected as member of a county commissioners unless the person has resided in the county and the district for at least 2 years immediately preceding the general election.

Lake County Leader, June 3, 2024:

Commissioner of Political Practices Chris Golus in an opinion issued June 5, found that Gale Decker does not reside in Ronan (District 3). So why is Gale Decker still on the ballot?

He should be removed. Why should the citizens of Lake County have to file a lawsuit to get him removed? Why was he even on the Primary Ballot when it was known he wasn't a resident of District 3.

Whose responsibility was it to see this shouldn't have happened? Why does the Lake County Republican Party support this kind of wrongdoing? 

Next election when District 1 comes up is it going to be open to anyone that claims a residence in District 1 (as in a lake home)? Will they be able to run even if they live in either district 2 or 3? This can affect residency all across the state.
