How come First was fixed first?

To the City Of Polson: the road in front of the courthouse and the post office is beautiful. But my concern is why are the worst roads not complete – this one wasn’t bad.

Fourth Street, the road from the Post Office to Super One, has been in rough shape since I moved back in 1996. Just curious why the roads that are far worse than First Street have not been repaired? Why did First become the first one to be fixed? 

Let’s show some improvement on the other roads that are the worst in town.
